Yes, this is actually from the web site of the News International (sister publication of the Jang group.) It seems someone called ZeusSpawned@mailcity.com hacked into their website during the night of 10/30 and inserted this story, leaving everything else intact. It sat there all day -- I don't know if the newspaper ever found the hack -- and was replaced by the next day's edition on 10/31. In the original, a click on the link at the bottom of the last page took you to a hidden page on the Jang server that explained the hoax, and encouraged anyone needing more information to send mail to president@whitehouse.gov.
